A long layover does not have to be lost time. We ranked the world’s major hub cities on how good they actually are to be stuck in, from how easily you can leave the airport to whether the airline will put you up for free. This is the Crew VIP Layover Index, compiled by the team behind the app that airline crew use on layovers in more than 6,000 cities.
Every city is scored out of 20 across four factors that decide whether a layover is worth leaving the airport for:
| Rank | City (airport) | Score | Why |
|---|---|---|---|
| 1 | Singapore (Changi) | 19/20 | The world’s best airport, free city tours, fast and easy |
| 2 | Dubai (DXB) | 19/20 | Free hotel via Dubai Connect, 20 minutes to the city |
| 3 | Istanbul (IST) | 18/20 | Free hotel and free TourIstanbul guided tours |
| 4 | Doha (DOH) | 17/20 | Cheap stopover hotels and transit tours |
| 5 | Amsterdam (AMS) | 17/20 | 20-minute train to a compact, walkable city |
| 6 | Hong Kong (HKG) | 16/20 | 24-minute Airport Express into the heart of town |
| 7 | Tokyo (Haneda) | 16/20 | Close, efficient and endlessly interesting |
| 8 | Abu Dhabi (AUH) | 15/20 | Etihad stopover and a quick run to the city |
| 9 | Helsinki (HEL) | 15/20 | 30 minutes to the centre, easy Schengen entry |
| 10 | Reykjavik (Keflavik) | 14/20 | Icelandair’s free stopover, though the airport is a drive out |
| 11 | Bangkok (BKK) | 14/20 | Cheap and lively, if the traffic cooperates |
| 12 | Paris (CDG) | 13/20 | Unbeatable city, but the airport run can eat your time |
Singapore tops the index because Changi is a destination in its own right, with free city tours for transit passengers and one of the fastest, easiest runs into town anywhere. Dubai matches it on convenience, and Emirates will put eligible passengers up for free through Dubai Connect; see our Dubai layover guide. Istanbul is the value champion thanks to Turkish Airlines’ free hotel and TourIstanbul tours, covered in our Istanbul guide, while Doha keeps climbing on the back of Qatar Airways’ stopover deals and our Doha guide.
Amsterdam, Hong Kong and Tokyo Haneda all reward a long wait with a quick, reliable trip into a great city. Abu Dhabi pairs an Etihad stopover with a short hop to town, and Helsinki is one of Europe’s most painless connections. There is more in our Abu Dhabi and Bangkok guides.
Reykjavik earns its place on the strength of Icelandair’s free stopover, even though Keflavik is a drive from the city. Bangkok and Paris are wonderful but demand more buffer, since the airport-to-city run can be slow. Before committing to leave on any layover, check our guide on leaving the airport during a layover and how long a layover should be.
Crew VIP gives airline staff member rates on hotels, lounges, transport and experiences in over 6,000 cities. Wherever you land, the wait can pay for itself.
The Crew VIP Layover Index is a curated editorial ranking based on the four factors above, drawing on the experience of airline crew who spend more time in layovers than anyone. Details such as stopover terms and transit times change over time, so confirm the current position with the airline or airport. Journalists and writers are welcome to cite the index with a link to this page.
In our 2026 index, Singapore and Dubai tie at the top for being fast, easy and rewarding, with Istanbul the best value thanks to its free hotel and city tours.
Turkish Airlines and Emirates (via Dubai Connect) offer a free hotel for eligible long layovers, while Qatar Airways and others offer discounted stopover hotels. See our airline stopover programs guide.
Each city is scored out of 20 across four factors: ease of leaving, speed to the city, stopover perks and things to do.
